Three strikes law for buildings?

2900 Dilido in Dallas is an apartment complex called Millennium Point. It's about 50 yards over my back fence. In the last 18 months, there have been three fires greater than three-alarms, two of them arson. There has been a murder. There have been 122 crimes reported at this one address since March of 2008. That's 11% of all crimes reported in our area.
I just got a note from my wife who is listening to the police scanner at home because of the regular cacophony of helicopters and sirens in the hood. Shooting with three perps on the run. The address? 2900 Dilido.
I dunno, but if there was a three-strikes law for buildings, this one would have been gone long ago.

Too bad our city doesn't have the forethought to go after bad property managers to either force them to clean up their act or shut/knock them down accordingly. But then again, when you knock down dumps like this, the vermin will scatter to another place.
