Kathy Seei's Road Rally kicks off at Bill Smith's Café in McKinney, with a breakfast at 7:30 a.m., followed by a Rally The Vote Send-Off, beginning at 8:30 a.m. Kathy will share a few words, greet local luminaries and supporters, eat breakfast, then pack up and race east. For the people of District 4.
