Dog injured by bark collar at kennel in Dallas
DALLAS when Mandy Parker and her family went to Hawaii, they left their dog at the Park Cities Obedience School and Dog Daycare in Dallas and came back to find the dog had been injured by a bark collar.
The owner of the kennel said the dog barked constantly. The owner of the dog said that the dog had three open wounds and her neck was burned.( CBS 11 has photos of the dog's neck.) The kennel owner acknowledges that the bark collar may have been left on too long. CBS 11 has a vet from Texas A&M saying that the collar had possibly been on for a day or longer. CBS 11 posts a letter from the kennel explaining their position.

Sounds like an issue of lack of common sense. The Kennel should have known that:
The dog was more then likely going through separation anxiety and needed some extra attention. i.e. going for extra long walks, playing longer with other animals. Anything to try and tire the dog out. Maybe this dog could have been the "one dog" that got to walk around the facility freely as if it were the house pet.
Using the bark collar is inhumane. There a plenty of other options before ever considering using the collar. I wouldn't doubt it if the dog will have mental issues going to any vet/kennel for now on.
I wonder how many other animals may have had a bad experience there? YES the day care should have contacted the family before hand.

Never gone there personally, but I'd avoid the daycare at City Vet on Oak Lawn - totally overcrowded and Chip couldn't care less if a dog comes out of there injured.
