New Texas laws place stricter penalties for animal cruelty, attacks
On September 1st, a slew of new laws passed by the Texas Legislature will go into effect, including some dog-owner do's and don'ts.
One law will make leaving your dog chained or locked up all day punishable by a fine and imprisonment; another, which comes on the heels of a 2005 mauling death of an elderly woman, will classify the owner of a dog that attacks a human "criminally negligent." The owner could then be charged with a second-degree felony.
Also, dogfighting will be moved from a Class A misdemeanor to a state jail felony, and the punishment for attending a dogfight will increase from a Class C misdemeanor to a Class A misdemeanor.

Imprisonment for chaining up a dog is just way over the top.
I think that law and order is the main reason for this society's success. But I am a little concerned that politicians feel that the only way to get elected is to make everything illegal or more illegal every time that a high profile news story comes up.
I think that people that want dangerous dogs should not be allowed to have dogs. But how long can it be, before a real tradgedy occurs and requires this penalty to be increased to make owning a dog insanity because a bite and a bad jury could send you to jail for life, and then in reaction to that tradgedy lethal injection.
