Lancaster police look to garbage men for neighborhood watch program
The garbage men are watching...
Lancaster police will train employees of Allied Waste (the company that picks up garbage for the City of Lancaster) to keep an eye out for crime. Employees of Allied Waste will not have the authority to enforce the laws, they will merely act as a second set of eyes as part of a new crime watch program.

I believe some would disagree (not me, but I'm staying objective). They'd say it implies only a man is fit to collect garbage, regardless of whether it's an all-male squad.
And I really am curious about disciplinary action for a 'preventable' crime happening on shift...

Pavel, yes, they're to report suspicious activity so <i>cops</i> can prevent a crime. If something happens that's within the realm of what garbage peeps should be suspicious of, and they fail to report it, do they get their hand slapped at all?
