Two Dallas police officers found writing blank tickets

— Two Dallas police officers, Timothy Stecker and Jeffrey Nelson, have been cited for forcing homeless people and other regular violators to sign off on blank tickets; the officers would insert the offenses later.

Having tickets written against them meant that these people could be detained or taken into custody on a whim.

This is the latest in a series of revelations about these officers and their bad-ass ticketing practices. Nelson is already on restricted duty and their sergeant, Walter Clifton, was nailed for having encouraged it. The blank-ticket writing thing had come up but investigators said they lacked solid information. So the DMN went out found a victim, R.B. Barton, and the police investigators went back and looked into it again.

Nelson told investigators that he allowed people to sign blank tickets as a "courtesy."
