I'm sure disadvantaged people would rather take a ride on Elliot's boat than, say, live in a home that with a roof on it.

Ken Elliot started Metro Housing Partnership, Inc. in 2001 to redistribute federal grant money towards building and repairing low income housing. Turns out he redistributed a portion of that to some rather high income property, i.e. his own. Out of $480,000 in grant money, he used $35,000 for his own purposes, including buying a boat, cars, and repairs for his own home.

Elliot pleaded guilty to a charge of embezzlement for which he will be sentenced in March 2008 and faces up to 10 years in prison without parole and a fine of $250,000. This upstanding citizen also has a charge of lewdness in public under his belt... were he wearing one.
