UPDATED: City of Anna launches new, confusing, somewhat-offensive webpage

The City of Anna has recently launched its official city government website, and boy is it a head-scratcher.
A screenshot capture of the phrase (it has since been removed and replaced with the less-exciting "Under Construction.")
The new page—not to be confused with the older, unofficial and politically-correct City of Anna Online Guide—has a crisp-blue layout, a search bar, an events calendar, an ethnically-inappropriate phrase, and links to pay your utility bills.
Wait. What?
Oh, that's right. When you visit the homepage, you'll notice two language selection icons—one American flag and one Mexican flag—in the top right corner.
Select the Mexican flag, and instead of a Spanish translation of the Mayor's welcoming message, you are suddenly greeted with the perplexing phrase "Ya donta speaka Italiano."—which makes no sense on several, varied levels.
Since it's the weekend, City of Anna officials can't be reached for comment. Stay tuned for further updates, because there ought to be muy muchos.
UPDATE: This morning I spoke with Barbara, the Project Manager of the city website, who appeared just as surprised and confused about the phrase, though she didn't seem to find it all that funny. She vowed to contact the website administrator, some fellow at Econsortian.com.
Meanwhile, my attempt to reach the guy has been foiled, as the "Contact Us" function of the site is apparently down at this time.
The search continues. Follow-up forthcoming.
UPDATE x2
Al Zwanenburg, President of Econsortian, says that "Basil," the employee who had added the text in question, had done so merely as a 'place-holder' text, and that the City of Anna should have noticed the error before approving the finalized webpage.
Additionally, it seems that Basil no longer works for the company (for reasons not connected with this story). However, Zwanenburg says that, had he himself been aware of Basil posting the phrase in question when he did, he "wouldn't have even issued him a warning."
"I gotta tell ya," Zwanenburg continued. "I don't see anything inappropriate in this. I find it just as offensive as putting 'my eyes are green' or 'my hair is brown.'"
Zwanenburg goes on to say that Basil, who hailed from Russia, most likely mistook the Mexican flag for the Italian flag (because they are, after all, pretty similar) while working on the site and therefore posted the irreverent little phrase, thinking little of it.
"And let me tell you, I am first generation Dutch," Zwanenburg said. "I got my American citizenship when I was 21. I came across the ocean on a boat. So I, and my company, would never condone racist or overtly-prejudiced material on our websites. Even so, I'm having trouble understanding why people would find this offensive, and why I'm even getting hateful phone calls and hateful e-mails."
"Maybe I'm just not so sensitive," Zwanenburg says, chuckling. "My wife does tell me that sometimes."

Hmm. I doubt any elected official in a city that deems it necessary to offer a bilingual web site would knowingly put that up.
If the site is new, it's possible the web designer didn't have a Spanish translation to plug in, so s/he dropped this in as a placeholder, with the "Italiano" line prompted by mistaking (or pretending to mistake) the tricolor Mexican flag for the Italian flag. Whether ignorance or a feeble attempt at humor, it doesn't reflect well on whoever was responsible for the gaffe.

Wait just one moment. You want to publish a stupid story about something that is not even remotely insulting. Gary Cohen, who seems to be a staff member, says something that is far more stereotypical! Nothing absolutely nothing was racist was on that website. The people calling that poor guy and making hateful remarks should be ashamed of themselves. Anyone that thinks it is insulting needs to get thicker skin.

(Though Gary will most likely defend his comment) I've got to emphasize the difference between this dumb news webpage and the official city government site of Anna, Texas.
One of these things is not like the other.
I agree that no one should contact Al Zwanenburg unless it is to ask serious questions concerning the phrase. I, nor anyone here at the site, would condone gratuitous hate-mail in any form.
And maybe the phrase isn't offensive to you personally, amanda, but failing to see how it might be for someone else--or failing to see how that phrase is not appropriate for the official government webpage for the City of Anna (which is comprised of 27% Hispanic citizens as of the 2000 census)--is a lapse of good judgment in my book.

And let me add that I never once called or considered the page flat-out racist.
Let me paint you a visual.
Unfortunately, my computer is funked up at the moment, so I can't actually draw and post an image for you. But go along with it, please.
Imagine a wooden yardstick.
On one end is written the words "no big deal" and waaaay on the other end is written the words "racist conspiracy."
My reaction to this "ya donta speaka Italiano" is a few inches from the left end, but still feet from the right.

Gary, I did not say your comment was insulting, I said stereotypical. You insinuate that every company that goes global has outsourcing to India.
I hope you are quick to remove frostbitesoul's comments. It should be considered just as insulting as the Anna webpage.
Chad, I never said 'you' called the page racist, Paval, the poster above me did. I truly have a hard time trying to see how this would be offensive, especially to Hispanics. For one main reason it is done in a mocking Italian wording, not Spanish.
Also, I never called this website dumb. Why would I read it if I thought that? I said the story was stupid. :)

But as for deleting frostbitesoul's comments, that's not going to happen.
Once again, let me stress that the main reason I found the phrase inappropriate was its location on an official government webpage.
Had I found the phrase on a random Anna citizen's blog, the story would be different. It's just plain different, no?

I don't think it's that big of a deal, either. If I were Mexican or Italian, I would be more upset at the fact that you misspelled my name than at the fact that the City of Anna webpage claimed that it didn't speak Italian in spanglish.
However, your "thicker skin" comment is absolutely invalid unless you're Italian or Mexican.

Sorry about the misspell! I think everyone is due for a new layer of skin. We have all gotten so caught up in labeling this, this and that, that. That the second someone steps out of the cookie cutter world we have created for ourselves, people go up in arms and freak out.

“Pick up” your story? Get real.
So you see, Roy clearly filed his report without any assist from our story. I think we all need to be a lot less peripatetic about our assessment of local media outlets stealing each others' stories.
I mean, the two stories here are clearly quite different. Chad called the website "confusing," while Roy characterized it as "puzzling." I checked, and there's not two consecutive "z"s anywhere in Chad's piece. And the differences don't end there. Check for yourself.
I, for one, apologize for questioning Roy on this story. Let's get it together people...
