TYC youth investigator has been suspended

Cover-ups and dirty tricks are the norm for TYC. Here is another example of TYC’s dishonest behavior in handling complaints or information they don’t want to know about.

In 2003 and 2004 recommitted youth found themselves on Dorm 6B, the Recommit Dorm at the Texas Youth Commission’s Orientation and Assessment Unit at Marlin, Texas. Many of the recommitted youth had stories to tell anyone who would listen about what happened at their previous TYC unit.

The recommit case worker, Bill Parker, started to notice a pattern in the stories the youth told. Remember these are youth who might not be very reliable when it comes to telling the truth but they were telling similar stories about various TYC locations.

The youth told the recommit caseworker about the availability of drugs, sex with TYC staff, and a few even told about late night counseling sessions with West Texas TYC administrations. Some of the prior West Texas inmates were very specific about how you could get out on your minimum length of stay.

The recommit caseworker started having the recommit youth write about their past experiences at their prospective TYC state schools. When the recommit caseworker had enough material written by the youth to clearly establish a believable pattern he presented it to the Marlin Assistant Superintendent, Melvin Haisler. Mr. Haisler assured the recommit caseworker he would review it with the Superintendent, Jerome Parsee.

The only feed back the recommit caseworker got was a warning by his program administrator, Charles Bales, that Superintendent, Jerome Parsee was out to fire him and he should be careful. The recommit caseworker feeling vindicated by the recent new articles decided to let officials know his story. His email generated quick results. He was contacted by: Faith Campbell, M.A., L.P.C. Chief - Complaints Coordination Section Office of General Counsel Texas Youth Commission Phone 512.424.6235 The very same person Bill Parker, the recommit caseworker complained to at TYC Central Office when the Marlin Orientation and Assessment administration ignored his report and threatened him for voicing his concerns. TYC and the people overseeing the Cover-up, I mean investigation, seem to be doing less than a stellar job of getting to the bottom of this mess. I thought there was going to be outside investigation of TYC. Getting an email or call from Faith Campbell will certainly cut down on the complaints from TYC employees. Complain at TYC and you get fired or run off! Bill Parker couldn’t take the abuse from the Marlin administration so he resigned. Bill Parker worked with the worst of the worst but he always tried to help the young people he worked with to find a new life.

You might tend to want to get Parsee, Haisler and yourself to get your stories straight. Cuz this isn't over and USDOJ is a comin for you and da other admin boyz. I am a former "student" of TYC, charged with simple crime at 12 and left TYC when I was 18.. Why did I stay so long ? Because while in West Texas a staff woke me up one night, told me to come to the bathroom, then he tried to put his hand in my pants. I hit him so hard that he was hospitalized for months and fired after I wouldn't stop telling people what he tried to do. Then months later, another staff walks in my room late and said it was time for "counseling". He tried to kiss me and he too was hit very hard by me and sent to the hospital for a week. I complained and complained so they sent me to security for 3 months. After I got out staff asked me if I got with the program yet? I said yes, not knowing what they meant. So then one afternoon while the other students were playing basketball, I was intructed to go to my room. Inside my room was a female staffer who said, "I heard you like girls".. I said of course. She then instructed me to pull down my pants and gave me a condom. I was 13 by then and obviously inexperienced, but I also found her to be "ugly". So I said to her, "I don't want to have sex with your ugly ass", and that you probably phuck every kid here! She then slapped me hard, I responded by hitting her very very hard non stop. Was sent to security for 3 more months and beat by the staff there until I starting hitting them back. Then they treated me very well. I was still making complaints to everyone who would listen about the sex abuse going on, but every complaint I filed was ignored or lost. They finally got sick of me at West Texas and literally let me get away with all kinds of stuff. There was no fence back then, so I would walk off grounds even though it was all desert and come back when I wanted. Even the warden at the time drove me to Odessa/Midland to hang out with regular kids, eat BK, MikeyD's, so I would shut up! They eventually shipped me to halfway houses where my complaints of sexual abuse got me sent to Gainsville State School. Back then Gainsville was so bad that no one went to school, fights were brutal and sex encouraged with each other. They would make us play a game called the "booty game". I refused and called everyone faggots for playing that stuff. Staff instructed students to stomp me and they did. After months of getting my ass beat, I went back to hitting hard. Staff instructed an older and much bigger kid to rape me, so I can be just like everyone else. He tried and I hit him so hard that he almost died. I kept my door locked at night, but staff routinely opened it so kids could hit me with soap in a sock to get me to shut up. I literally put so many kids in the emergency room that they sent me to the violent offender unit. Stuff was way worse there and I wished I had shut the phuck up after being there for a week. Staff literally encouraged those who had adult time to do to choke me to death because I complained too much. These were some mean ass kids, the worse of the worse. One early morning, this staffer told another student to teach me how to phuck a man in the ass without hurting them. Once in the bathroom and the student pulled his pants down, I used that opportunity to send him to the hospital too by hitting very hard. We had a female staffer there who would suck the students off at night. After I learned of it and complained that it was sick. They sent me to security and told me to mind my business. After I left security that time I started getting meaner and meaner. Any student who challenged me I cracked heads and staff too. Months later while in the cafereria a staffer I "thought was different" told me to go back to the unit. Another staffer said go to your room and in my room was a girl who looked like she was 10 years old. I said who the phuck are you. then She ran out of my room so fast. Me being me, I asked every staffer and student who was that little kid in my room. The students told me she was there to "give me some" so I would shut the phuck up! I didn't and was beaten again for complaining and talking about it. By now staff and students were cautious about doing anything around me or to me for fear or being hit hard, being called faggots, molesters, or telling everyone who would listen. So, I got away with so much a Gainsville after all thos student and staff assualt charges I recieved. I was able to tell staff or students to shut the phuck up any time I wanted, tell them to bring me food from the "free world". Without giving anything in return, I told staff and students as long as "I don't see" it we are good! but that if I do I was gonna start my rampage all very again.. Then a stroke of better luck struck me and a family member agreed to let me stay with them. After all those years of being there and the mayhem I caused I was being released. Staff rejoiced, many said I might be killed because of what I did, students gave me the finger as I was being driven out.. That was 13 years ago, I am now a successful small business owner, college educated, well traveled man and live a great life, but still to this day I have nightmares about my experiences at TYC. In addition, some staff still try to track me down, look for dirt on me or pretend like they care how I'm doing.. I bet they still want me dead! Phuck all those TYC molesters and I hope they all die and horrible death! Finally, there were many many good staff at TYC then and now who don't deserve the stigma associated with these weasels.
