Dallas city council shows panhandlers who’s boss

DALLAS The Dallas City Council beefed up the panhandler laws, an act that surely seem destined to bring all panhandling to an end. As of now, it's illegal to solicit 1. anytime between sunset and sunup, 2. any time at all near restaurants, and 3. near anyone feeding a parking meter, with fines up to $500. Next month, they plan to enact another set of panhandler laws that make it illegal to solicit 1. between lunch and nap-time, 2. during American Idol commercials, and 3. any time at all.
Everyone on the council went along with it except party-pooper Mayor Pro Tem Don Hill, who said it's a feel-good ordinance that'll cost money and resources.

Now let's see. Dallas is the number 1 city in all of America for crime. Solution...Outlaw shopping carts, outlaw panhandling, put signs up saying, "Lock, Take & Hide. I feel safer, don't you?

I like how they always try to fine the homeless. It's as nonsensical as the "insufficient funds" fees the bank slaps on people.
