Dallas wants to close sexual oriented business (aka SOB) loopholes to protect minors

DALLAS — Wednesday, Mayor Tom Leppert announced that the City Council will soon make changes to its sexually oriented business ordinances to help protect minors.

The proposed ordinance changes include:

• Prohibiting a sexually oriented business from allowing a minor to enter the premises, employ a minor, or allow a minor to perform.
• Requiring sexually oriented businesses to keep files with documentation of identity, age and criminal history background check on employees and entertainers.
• Reducing the effective date for license suspension or revocation from 30 days to 10 days.
• Addressing other issues raised by police.

The Mayor and Council are moving quickly to close loopholes discovered after the Dallas Police Department’s High Risk Victim’s Unit learned that a 12-year-old girl had performed nude at a sexually oriented business.

Several Councilmembers likened this activity to a cancer in our city that must be quickly cut out.

"This is activity no one finds acceptable," said Mayor Leppert. "And this Council will make sure any sexually oriented business that exploits minors will not be able to operate in Dallas."

The Council will be briefed on the proposed changes on April 16. They will likely vote on this the same day.
