Flower Mound bans using hand-held cell phones while driving in school zones

Flower Mound has joined Highland Park and University Park in banning hand-held cell phone use in school zones. Dallas city council members are expected to vote on a similar ban in late February.

Why hasn't anyone developed a camera or a cell phone usage detector that Lockheed Martin can install and manage at great tax payer expense to snuff out this flagrant disregard of conversational etiquette? Are drivers using "bluetooth" any more attentive than those using their hands? What about lighting up, drinking coffee or eating breakfast behind the wheel, putting on makeup, arguably all of these are just as distracting and equally dangerous?

From what I've heard, it's not the fact that you're holding a phone that's distracting you - even a totally hands-free setup causes you to careen into children with cancer and old ladies walking their poodles.

You bring up a good point, though. Technology exists to block cell-phone reception. It would be pretty cheap and easy to install on a timer, so that it would be impossible to use a cellphone in those areas during those times.

Of course, there are plenty of downsides. Pedestrians would be screwed. If you needed to make an emergency phone call, you'd be out of luck. And of course, since it would have to go through the bureaucracy, a series of devices you could make at Radio Shack for $15 apiece over a weekend would suddenly cost $3.5 million and take until 2010 to implement.
