Irving-based Fluor wins $1.3 billion refinery contract in Spain

IRVING Fluor Corporation announced today that it was awarded the project management for a significant portion of Repsol YPF's refinery expansion in Cartagena, Spain. In addition, Fluor will be providing design and engineering services, management of procurement and construction for the refinery’s utilities and offsites. Repsol’s estimated total installed cost for the project is expected to be about $4.8 billion. Fluor’s scope of work on the project is worth approximately $1.3 billion and was booked into backlog in the company’s fourth quarter 2007.

The project scope includes the design and construction of new units and the refurbishment and expansion of existing units, as well as construction of the utilities and offsites. The expansion, when complete, will double the refinery’s current production capacity.
“This is a milestone project for both Repsol YPF and Fluor as it is the largest refinery upgrade and expansion project in Spain in the past 30 years,” said David Seaton, president of Fluor’s Energy & Chemicals Group. “This contract award enables us to provide experience and continuity to an important client, Repsol YPF, and exemplifies Fluor’s global project execution capabilities in the oil & gas sector.”
“Fluor has been working closely with Repsol YPF for the past two years executing conceptual and front-end engineering and design for the project. In addition to doubling refinery capacity, the new configuration will allow the flexibility of processing a wider range in quality of crude oil,” said Manuel Junco, senior vice president of downstream operations for Fluor.
In addition to its Madrid and Gliwice, Poland-based project team, Fluor will work with up to 6,000 craft workers at construction peak. Groundbreaking is scheduled for early 2008, with construction completion and commissioning expected in 2011.
