Joel Burns sworn into Fort Worth Council a week ahead of schedule

FORT WORTH — Joel Burns was sworn into office Tuesday, one week ahead of schedule. The early inauguration clears the way for Wendy Davis to legally run for state senate. Her candidacy was previously challenged because of law prohibiting her senate bid while still serving as a city official.

It would be great if there was some informed analysis of these developments. From what I understand, the issue is not completely resolved yet. The city charter says "shall" be sworn in at the first council meeting after canvassing an election, not "may." So the attempt by Burns to be sworn in early may or may not work, depending on what a judge says.
