Surprising and puzzling commissioners, Dallas D.A. Craig Watkins Tuesday said the county had improperly -- and possibly illegally -- received $1 million from a fund unused by former Dallas County D.A. Bill Hill. Although there's no criminal penalty and the D.A. is not obliged to pursue the case, Watkins told The Dallas Morning News he'd like the funds. County commissioners told Watkins the dough has already been spent.
