— The Fort Worth ISD board on Tuesday voted 9-0 to create a 13-member citizen panel to be watchdogs over the $593.6 million bond package approved last November by voters. Panelists have expertise in construction, engineering, law, financial management, government affairs, land development, parenting, and education. They will review bond projects quarterly to prevent graft and corruption, posting their findings on the district website. Ultimate decision-making authority rests with the board and superintendent Melody Johnson. Prior to Johnson's arrival in Fort Worth, an almost $400 million 1999 school bond package was plagued by waste and fraud.
