Time Warner Cable to start charging extra for Internet in Beaumont, Texas
In a trial experiment, Time Warner Cable Internet is going to start charging extra to subscribers in Beaumont, Texas who upload and download a lot of data off the Internet -- $1 per gigabyte if they exceed the amount set by Time Warner Cable.
Check out this quote: "We think it's the fairest way to finance the needed investment in the infrastructure," said Kevin Leddy, Time Warner Cable's executive vice president of advanced technology. Ah, OK, so this is about fairness.

TGub's spot-on, methinks fair would involve a reasonable rate decrease rather than relatively similar pricing for the optimal tier that previously wasn't capped. Wonder how sites like Vongo, Netflix, etc feel about this.
I don't even use TWC for webernets, but I'll definitely look into moving my cable service elsewhere if this comes to Dallas. I see it as interweb redlining, personally.

To play devil's advocate, the threshold for the upcharge is beyond what any normal user would ever achieve browsing the web and emailing. It's designed for folks who are doing massive file downloads, generally via bittorrent. I've seen stats elsewhere indicating that 5% of internet users are using 90% of the bandwidth. It seems appropriate that <s>we</s> they should pay more.

I realize this, Miko - that's why I wonder how Vongo & Netflix feel about it (legit peeps actually trying to make a buck as an alternative). Movies will fill up 40GB pretty quick.
Considering external hard-drives are getting less expensive (seemingly by the day), and the learning curve for average users gets better as we go...seems we're working backwards. Methinks this would have been more of an issue back when bandwidth was much slower - can't help but think TWC is looking to line its pockets rather than level the playing field.

I do legit file transfers with my business dealings (website work)as well as d/l from itunes, why should I pay the price because TWC was too cheap to build up decent infrastructure for its non-business users. I have a feeling theres about to be a serious backlash and lost business as well.

Wouldn't DSL charging by usage rather than a flat fee be ridiculous whoring? Thought 'digital subscriber line' was all about having dedicated bandwidth.
With economies of scale working in their favor better than ever, jumping to pay-by-use wouldn't leave the best impression imo.
