Rowlett handing out grants to beautify neighborhoods

ROWLETT Local neighborhood associations and groups are now eligible for small grants from the city of Rowlett’s voluntary Utility Bill Pledge Contribution Program to beautify the gateways to their neighborhoods.
Keep Rowlett Beautiful (KRB), the Rowlett Parks and Recreation Department and the Rowlett Neighborhood Services Department developed this program to provide beautification grants of $500 to qualified neighborhood associations/groups for enhancement programs for gateway improvements. The funds collected from the discontinued voluntary Utility Bill Pledge Contribution balance are designed to directly benefit the citizens of Rowlett.
"This program is initiated at the neighborhood level in the belief that people working together can enhance and beautify Rowlett," said Marsha Chapman, KRB Coordinator. "Neighborhood associations/groups are encouraged to participate as organizers of neighborhood projects and all residents within the area should be invited to participate and benefit from the improvements."
To qualify, residents must submit an application that meets the requirements of the selection criteria. All areas must be considered public areas, not private property. Public areas for this purpose will be defined as: "Any land area within the scope of this program that falls within or on the boundaries of a subdivision or neighborhood."
Selection Criteria
Listed are the criteria areas the application should contain:
1. A public area highly visible to both the public and neighborhood.
2. Demonstrate neighborhood commitment in the form of free project labor, in-kind donations, volunteer efforts and on-going, long-term maintenance.
3. Use of drought-tolerant/freeze-resistant native trees & landscaping plants.
4. Use of available expertise from local nurseries (or other legitimate sources) for advise and technical requirements.
5. The City of Rowlett Parks and Code Enforcement Departments must approve projects prior to approval by KRB.

The idea probably looks good "in planning committies"... but $500 per NEIGHBORHOOD? per SUBDIVISION? What is that per "neighbor"? Enough to get a bag of potting soil each?
