Dallas’ newfangled emergency dispatch system is still glitchy

— Dallas' fancy new emergency dispatch system, installed last year, is still far from perfect according to the DMN. Some problems include officers dispatched to a location when others are actually closer to the scene at the time, the inability to send system-wide messages, and delays in getting information in the field. Then there was the time it went offline altogether for half an hour.
