City of Heath City Council, Mayor declare Thursday, May 8 to be Rachel’s Rally Day

As part of their regular meeting agenda (Tues., May 6 at 7:30 p.m.), Heath City Councilfolk and Mayor John Ratcliffe plan to approve a proclamation declaring Thurs., May 8 to be Rachel's Rally Day.

This is intended to honor the memory of Rachel Scott, who was the first person killed during the Columbine High School shootings in 1999. A month before her death, Rachel had written an essay encouraging students to "start a chain reaction of kindness and compassion." Following her tragic death, Rachel's father created what he termed Rachel's Challenge, a training and assembly program celebrating acts of kindness and compassion. The Rockwall ISD instituted a Rachel's Challenge program for elementary-aged kids last year which has proven to be extremely successful.

Other items on the council's meeting agenda include discussion and action on the following:

* a citizen request to close an access easement to Horizon Rd. at the end of Center Court (in the Buffalo Creek Tennis Village addition)

* future space needs of city hall

* an ordinance adopting a range of building, mechanical, utility, plumbing and fire codes

* a request from IESI TX Corp. for a temporary adjustment to rates charged for collecting, hauling and disposing of waste materials

* the existing gas franchise with Atmos Energy (and provisions for different considerations)

* authorizing the mayor to execute a construction agreement with Verizon Wireless for installation of communication antennas on the city's water tower

* an update on county transportation planning

* appointments to the Special Events Board; and...

* date setting for the 2008-2009 Annual Budget work session.

The meeting will take place, as usual, at Heath City Hall.
