Rowlett elections covered three council positions, Places 1, 3, and 5. Voters rejected a controversial measure over whether police and firefighters should get civil service. The measure was heavily supported by the Rowlett Firefighters Association and the Rowlett Police Association.

Place 1:

  • Doug Phillips, 1,270 votes
  • Ceasar Hancock, 899 votes

Place 5:

  • Chris Kilgore, 1,482 votes
  • Al Alberts, 869 votes

Place 3 is undetermined, as the two candidates -- Patrick Jackson and Ronnie Howell -- came within five votes of each other, with Jackson earning 1,099 vote to Howell's 1,094.
