Dallas ISD used fake IDs after they were told to stop, says report

In what shapes up to be an example of administrative laziness that resulted in malfeasance, an internal Dallas Independent School District report found that employees in human resources were issuing fake Social Security numbers to new hires as a means of getting them on the payroll quickly.

Seems the Texas Education Agency warned DISD that they should discontinue the practice back in 2004, but new H.R. chief Kim Olson found out this summer that it was still going on.

There is a procedure in place to assign temporary IDs for new hires that don't have them, but for whatever reason the practice of just dropping in fake social security numbers maintained its appeal. Probably because it involved less effort.

Some of the Social Security numbers issued inappropriately match up with existing ones officially in use in Pennsylvania.

Was that lifted from the DISD web site's explainaiton of the events?

A more accurate reporting would describe it as illegal activity, not "laziness"

And the use of the term "inappropriaely" to describe using stolen and fraudulent SS #s is laughable. How about criminal?

bobdon, PC is my middle name - ask anyone who knows me.

Also, not being a legal expert I prefer to err on the side of caution. Since the sourced article did not cite statute, I decided not to take it upon myself.

Furthermore, there appears to have been no motive beyond sloth for the use of fake SS#s over the standard procedure for installing a temporary ID. Thus my use of "malfeasance" rather than referencing criminal activity.
