UTD’s third annual “Dallas Wholeness Index” finds Dallas improving
DALLAS The Institute for Urban Policy Research at the University of Texas at Dallas did its third annual Dallas Wholeness Index and guess what: It's good news of some kind, although the DMN can't say exactly why. "What the city's wholeness number means in the grand scheme is unclear," the story gravely states. It appears that Dallas is the only city that has a Wholeness Index so we can't compare ourselves to other places. It's something about the fact that the city's improving wholeness increases its potential for economic growth and quality of life. In any case, our wholeness index has increased by a point every year since the index started, and that's definitely cause for celebration.

If Pavel would stop hitting the sauce on his early lunch breaks, maybe things would be a little more clear!
Then again, this - along with many things UTD does - is strange and foreign to me.
