Dallas becomes first large American city to get on board EPA’s environmental program
Dallas was accepted into the U.S. EPA's National Environmental Performance Track, a program that addresses environmental stewardship.
Mayor Tom Leppert and the Dallas City Council have already committed to guarantee that 40 percent of the energy the city uses in 2008 will come from renewable sources such as wind and solar. The city has also replaced 41 percent of its non-emergency vehicle fleet with alternative fuel or hybrid vehicles.

Based on a quick Google, it appears that anything happening in Dallas is focused mainly on industry and government. Although, I was able to find what appears to be a rather extensive list of incentives and tax breaks. I was only able to give it a quick once-over so hopefully it is somewhat relevant to your question.
