Dallas County deputy constable gets caught lying about work by satellite tracking device
Michael Henson, a Dallas County deputy constable, was caught lying about his work by a satellite monitoring unit. Dallas County installed GPS units on take-home vehicles to make sure they're not being misused. Henson claimed to be serving civil papers but he was actually at home. He's been suspended without pay and faces jail time.

Big brother IS watching, maybe too much! But suspended without pay, a bit too harsh. Especially for a law enforcement officer, who risks his life daily. How many of us call in as being "sick", or say we were "stuck in traffic", when we were, in fact, just lying a little bit to have a few minutes of free time to ourselves.

And while I have all the respect for dudes whose job is basically dealing with angry people with guns and knives, I don't know how risky serving civil papers is.
Especially when you're not actually serving them, but watching TV at home.

I seriously doubt they will post this. The facts are the GPS tracking device covertly installed on Deputy Henson's squad was not approved by Dallas County Commissioners, nor was it a permanent device and I questioned its reliability. The person who slipped it under his car and followed the deputy has very questionable character and his testimony in the matter is suspect. Furthermore, Deputy Henson is the target of Constable R.L. Skinner and his command staff, as they are under investigation for official corruption initiated through the Texas Whistleblower Act. This will not surprise everyone, and you will see that the real crooks will continue to pull out all the stops in an effort to discredit a fine officer like Deputy Henson because of his knowledge of wrongdoing within the office of Constable Skinner. Deputy Henson is a 29 year veteran master peace officer with no previous disciplinary action in his file, how many officers can say that? Deputy Gene Forrester who made the claims of Henson's porported deeds is one of those accused of official wrongdoing as well ,and he is also a close personal friend of Constable Skinner. The questions the taxpayers and voters of Dallas County need to be asking is, what is the media doing to investigate these facts? And, when do the real crooks go to jail?

Well honestly the whole thing sounds shady to me. He is a civil officer...not a freaking traffic officer chilling at home drinking coffee and donuts. A duty of a civil officer is to deliver daily papers and when the job is done the job is done, then all you can do is wait for a defendant to call. I heard this same story half told on the news and it looks like everyone is treating the Constables office managers (or whatever they wish to be ignorantly called) as if they are some kind of God and do no wrong-seems like they have not even given thought to asking Mr. Henson what really happened. I personally think that whole precinct over there is like a freaking circus. I believe someone else got wrongfully accused there not to long ago and isn't that where dupree worked as well? Maybe they all just need attention because they keep blowing up the news everytime they fire someone and if they are really having that many issues with employees then maybe they are doing something wrong with the work ethics they are suppose to have. I'm sick of this Skinner dog getting away with all the crap he does, he really needs to take time and stop pointing the finger at anyone else in his department or not because baby your just drawing attention to yourself. Besides that guy is old as heck and been in office for how long?! No one likes him, you've done your time, now it's time to move on and let someone who knows the law and knows how to abide by it in. His character is pure evil, just like everyone else in that office. Really though the only thing to do now is to pray that M. Henson and family get going on the road, it's bumpy now but God is watching Skinner and all the other tools in that office. So I guess that would mean to pray for Skinner in high hopes that the lucifer that is built up in his heart starts losing his power. If everything works out some way and SINNER(oops) does get what he deserves and he in fact does get out of office then he will lose his power trip and maybe fall off his high horse he sits on. I guess kinda like "Samson" therefore I guess that I am trying to say LADIES AND GENTLEMEN OF DALLAS COUNTY LETS GET THIS MAN OUT OF OFFICE BEFORE HE SCREWS UP ANYMORE LEGIT CONSTABLES WHO DO THEIR JOB AS TAUGHT LETS CUT HIS HAIR OR TEAR OFF HIS TOUPEE BECAUSE WE NEED JUSTICE IN DALLAS COUNTY.

I'm surprised more people don't immediately bark at a narc move like covertly installing a GPS unit and actively tracking it 24/7. Sure as hell smells like a scapegoat to Doyle. Not to mention, how many responsibilities did this jerk NOT fulfill while worrying about Henson's?
And jail time? Seriously? "Well, he didn't tell them when *they'll* have to be in jail, so he's gotta take their place!"

"Doyle" is correct when he refers to the actions by Constable Skinner's office against Deputy Henson as using him as a scapegoat. As I said before Deputy Henson is a 29 year veteran Texas peace officer. He is master peace officer, a model citizen, a loving husband and father. He is a Christian man and lives by those principlas and attends a local Grand Prairie church with his wife and kids. He has never recieved disciplinary action at any time in his career. Now, all of the sudden, if you were to listen to those that are responsible for creating these trumped up charges, you will see that they are trying to mask Deputy Henson's character with a new reputation.
They want you to believe that after all his 29 years as a faithful public servant he decided to commit a felonious act, a single unconfirmed, and trumped up act of tampering with a government record. After all these years they want you to believe that he just got out of bed one day and said, "Hey, I think I'll end my career today and bring embarrsment upon myself by going to jail".
Of course, you all know the culprits. These are the real crooks, I know, I use to work for them. They fired me too when I wouldn't resign under duress after they had exhausted all their attempts to hang me too. The reason they couldn't was because God placed his protection around me and gave me the wisdom the they wish they had. They went after my best friend because he is the only other tenured deputy within the department besides myself that can have all of them jailed for Official Corruption.
Just so you know, Constable R.L. Skinner and all of his command staff are under investigation at this very moment for detailed allegations of wrongdoing based on my filing of complaints under the Texas Whistleblower Act. They, along with Dallas County are also facing another million dollar lawsuit by me for their very acts of terminating me for no cause. They are retaliating against Deputy Henson because they are in fear that his testimony, and mine will land all of them in jail very soon. When the Grand Jury finally reviews the unsubstantiated charges against Deputy Henson and no-bills him, there will be another law suit like no other that will further push Dallas County into the red, then maybe the voters on this side of the county will wake up and see who the real crooks are.

He is purposely making other officers look bad and the public believes this because the Media misinformed them. WAKE UP PEOPLE! Constable Skinner and his Supervisors are deceiving you!!! Skinner is not representing us well. What a shame. Why are so many of you so quick to believe the media??? Any educated person knows that there is always 2 sides to every story. Why didn’t Channel 11 interview Mr. Henson and get his side to the story??? They never even attempted to contact him. Boy - that’s fishy? Skinner is using his officers to cover up his misconducts. Our law enforcement that is here to protect and serve is taking the blame because Skinner is their boss and they have no choice. If they retaliate they are fired. Haven’t you ever had a boss do something mean to you or be unfair and unjust? Why are we treating our law enforcement this way, especially after the attack of 9-11? You may just think that I am just trying to push blame off Mr. Henson but that is not true. I am trying to simply reveal to you fellow taxpayers the other side of the story. After reading the story and blogs I agree that Skinner needs to be investigated!!! I agree because there has to be more to the story other than this? Haven’t any of you stopped to think, why did the Media go after this one officer? Why did they attack him so harshly, yet they never once showed us any evidence of what they claim he did? Where is the Media in all this? Why didn’t you air any stories on the crap Constable Skinner is doing to the public? Why does it seem that there are so many problems with officers from only HIS office...maybe the problem isnt the offiers - but the EVIL BOSS behind them. The media has made this officer, Mr. Henson, look bad and it worked. He is not guilty of the things they say he has done. Did the news show Mr. Henson sitting at home? No it did not. Did the news show Mr. Henson not working? No it did not. The public needs to know how Skinner and his Supervisors are wasting our taxpaying money!!! You do not realize it because you are unaware of it!!! Everything looks good to the public eye when it’s done behind closed doors!!! I agree – lets have the Media look into this ASAP! From my personal research, I can see that Skinner is immoral and is discrediting this officer because this officer is another veteran officer and probably has information on Skinner illegal and immoral practices he is committing! Sources have learned that Deputy Constable Michael Henson a 29 year veteran Dallas County law enforcement officer was no-billed today by the Dallas County Grand Jury.
Deputy Henson was alleged to have committed felonious acts of tampering with government documents by supervisors of Constable R.L. Skinner’s office and he was suspended without pay on September 17, 2008, his 49th birthday.
The original story aired by CBS News 11 and J.D. Miles alleged Deputy Henson was sitting at home loafing, while warrants, subpoenas and law suits went un-served by the deputy. In contradictory reporting, Mr. Miles claimed that unidentified sources told him that Deputy Henson was being investigated due to his unbelievably high production in the service of the court documents.
In reporting the story, Mr. Miles interviewed Gene Forrester, a junior deputy who stated that Constable Skinner’s office allegedly found that Deputy Henson was; “spending most of his time at home and therefore couldn’t be doing what he said he was doing.”
CBS News 11 also stated that supervisors of Constable Skinner’s office in Grand Prairie would not release Deputy Henson’s name or any further details, but Deputy Henson’s name and photo were released to the public prior to charges being levied against the deputy which is a violation of Texas state law.
We have learned that Deputy Henson believes he was singled out for his casual connection and friendship with former Deputy James Edwards concerning a Texas Whistleblower complaint that Edwards filed against Constable Skinner and his supervisors with all four members of the Commissioner’s Court, and the County judge.
In that complaint, Henson stated; Edwards alleged multiple criminal violations occurring within Constable Skinner’s office. Three months after the complaint was filed, Henson began receiving transfers and reassignments after being in the same position for 17 years. When Henson was questioned about this he stated; “transfers and reassignments are typical punishments for deputies when supervisors don’t like you or they want you to resign”.
According to Deputy Henson, Deputy Edwards was terminated in March 2008 when he refused to resign for alleged violations of department policy he was claimed to have committed during his testimony in a grievance hearing before the Dallas County Commissioners in 2008.
When Deputy Henson was asked what he will do next, he replied; “On the advice of my attorney I can’t comment concerning any potential legal action”.
Deputy Henson acknowledged that Deputy James Edwards did prevail in the 101st Dallas District Court on January 30, 2009 and Judge Martin Lowy ordered Dallas County to reinstate the deputy “immediately”.
According to Dallas County records, Deputy Edwards has not been reinstated, and it appears that Dallas County is ignoring the courts order.
