Texas DPS stymied in attempt to make it harder for legal aliens to get a driver’s licenses
New rules adopted by the Texas Department of Public Safety (DPS) on Oct. 1 of 2008 required that ID card and driver's license applicants who were not U.S. citizens have visas demonstrating at least a one-year stay in the country, which were still valid for six months from the time they were presented to DPS for purposes of obtaining the license (or ID card).
A state district judge - Orlinda L. Naranjo - has issued a temporary injunction finding that DPS acted outside its authority, and that they didn't appear to have adopted that policy through the kind of proper notice and comment required to make such a ruling.

The other option is to hire a local guy to do your lawn.
No really, even in Plano, there are some. Costs the same and nobody sends money to Guatemala.
Sure it sounds all evil and premeditated and whatnot, but really how useful - or likely for legal usage - is a driver's license for someone *"leaving"* in 6 weeks versus the amount of paperwork it generates? The "one year" requirement does screw the legit seasonals that lots of the plains depend on.
