Collin County SPCA lets family adopt another owner’s dog
Looks like in Collin County, just tagging your dogs isn't enough: Virginia Miller of Celina had her two dogs (both with SPCA tags on) run away recently, only to discover days later that that SPCA had already let another family adopt one of her dogs. Miller did find her other dog, but had to re-adopt her for $95. The SPCA says the only way to ensure owners are reunited with their dogs is to embed microchips in their skin; Miller's dogs did not have microchips.
