Excessive speed on Oates Drive in Far East Dallas a problem

In the last few years we've had several families with small children move into the area. I personally think the speed on Oates, particularly during the early evening hours, is excessive.
A neighbor even pointed out to me that the speed limit on Peavy is 30 MPH while the speed limit on Oates is 35 MPH!
Because Oates is an emergency cut through, the city will not install road humps. I think the very least they could do is reduce the speed to 30 (like most residential streets) and set up a speed trap between Ferguson and Buckner along Oates.
I know that a few of us have attempted to get DPD on our street to set up a speed trap, but they have yet to do so. I have contacted City Councilman Sheffie Kadane's office on numerous occasions to elicit help, and they have escalated the issue to the Captain of the Northeast Division.
Please contact Dallas Police Department Traffic Division and ask for additional enforcement. There number is (214) 670-5816. I am the one who distributed the fliers to homes on Oates Circle and Oates Drive between Ferguson and Peavy asking people to call.
Would anyone else be interested in chipping in on a couple of 'Slow, Children at Play' signs? We can purchase metal ones online for about $30 each. I'm sure a couple of us could get together to install them.
Update: Tony with the Public Works and Transportation department seemed quite surprised that the unimproved section of Oates was 35 MPH. I'm hoping this is a sign that they'll be willing to work with us on lowering the speed limit.
If you haven't already done so, please contact Dallas Police Department Traffic division at (214) 670-5816. Make sure you specify the section of Oates between Peavy and Ferguson.
Update: DPD has been patrolling the section of Oates near the Montessori school. Unfortunately, that's not where the speed is out of control. They have posted an officer there several times and have not written one ticket. I am awaiting return calls from both the Constables office and the city of Dallas regarding lowering the speed limit to 30.

Perhaps the most effect 'wave of the future' would include traffic speed cameras with radar guns installed. Once a speeder had been photographed in the deed, police databases could cross-reference insurance coverage. Heh, I bet that would get motorists to slow down a nice 5mph under the posted speed limit.

Lower limits only invite cops to hassle reasonable motorists and give a false sense of safety to neighbors.
People going so fast they're endangering pedestrians are doing WAY over 35. They're already ticketable under the existing limit.
Slapping up a new sign will not slow them down. Never works anywhere else, so won't work for your street, either.
If PWT wants to help you out, they'll recommend engineering improvements. If they don't care, they'll just placate you by lowering the limit.

The problem with a 35 MPH speed limit on a 2 lane residential street is that the police won't stop anyone unless they are doing in excess of 10 MPH over. (That isn't speculation, that is what they've told me.) So, the net effect is you have to be doing upwards of 50 MPH to get pulled over in a 35 MPH zone. 45-50 MPH on a residential street is just too fast.

FYI: The speed limit on Oates between Ferguson and Buckner has been officially reduced to 30 MPH. New signs were erected on Friday. If you travel this stretch of Oates drive slowly, as we are expect vigorous enforcement over the next several weeks.
