Dallas police to crack down on panhandling, public intoxication in downtown Dallas
DALLAS Dallas police will begin enforcing a new "zero tolerance" policy against panhandling, public intoxication, and sleeping in public in downtown Dallas.
The police department recently added 24 officers to patrol the downtown area, enhanced by a private force of security officers, retained by DowntownDallas.
This comes a year after the city launched its initial anti-panhandling campaign, encouraging people to stop giving money to panhandlers.

Also, it's kind of funny how this worked. Build awesome shelter. Realize shelter sucks and is worthless. Crack down on people who were supposed to use the shelter.
