New Richardson parking ordinance may mean fewer Richardson parties
Apparently Richardson has morphed into New York City when no one was looking: The Richardson City Council passed an ordinance Tuesday that restricts overnight parking in front of homes to residents and their guests. If you park in front of someone else's house between 2:00 a.m. and 8:00 a.m., you'll now get a ticket of up to $500.
Who knew that a sleepy suburban city had so much trouble with parking? Looks like those renowned Richardson parties may be going away...

I suspect it has little to do with parties, and much to do with homeowners resenting neighbors that habitually have many cars (owned by residents or visitors) parked up and down the street.
I was unaware of the issue until it hit the papers and have been neither a perpetrator nor victim of overnight spill-over parking. I do detect a subtext of culture skirmish underlying the issue.

Talk about petty ordinances, It ranks up there with banning basketball courts in cul-de-sacs and dog breed-targeting laws as more fine examples of low totem, out of touch city goverment idiots on parade.

I assume you only get the ticket if the owner of the house actually calls the police? I can't imagine the police are cruising down the streets of Richardson, running plates to their owners' registered addresses.

Wonder how far they're going to take this. Hopefully Pavel's assumption is correct and they're not going to give residents stickers + guest passes. =p

Pavel is correct if what we are told is correct.
I was at council meetings and worksessions where this was discussed. The city has made it clear it will be enforced on a complaint basis.
The issues are mostly safety and resident access to the spaces in front of their own houses. One person I spoke to called this second point, "parking bingo."
The ordinance mentions "occupant" such that someone staying overnight would be considered an occupant and apparently those cars wont be ticketed.
If what we are told is correct, the real targets are the problem cases where someone owns six cars and parks them in front of neighbors houses, doesn't use their own driveway and parks in front of neighbors houses, or has their garage filled with junk and therefore can't use their own garage.
We will see how it turns out.

In addition to what Andrew said, I believe another target is small houses with single car garages (or garages converted into living space) and 5 to 7 adults living there each with their own car. Drive around the D streets sometime, you'll see what I mean.
Also, if you're going to have a party, and you're worried about parking, check with your neighbors. They're not likely to call in a complaint if you ask permission to park in front of their house beforehand.
