Fed judge orders Irving city council to implement single-member district system
U.S. District Judge Jorge Solis has ruled in support of the claim of Irving resident Manuel Benavidez that the city's existing at-large voting system restricts the effectiveness of the Hispanic vote and violates the Voting Rights Act.
As a result, Judge Solis has ordered that Irving will not conduct further city council elections until a single-member district system has been instituted.
Irving city officials are expected to review the judge's ruling during next Wednesday's (July 22) city council briefing session.
