Balch Springs family flooded out - after moving here to escape Katrina

This story about a family who moved to Balch Springs after fleeing the Hurricane Katrina flooding is certainly tragic for the folks involved, but the way it refers to their recent flooding event makes one think there's a basic misunderstanding involved here.
The area received somewhere between five and ten inches of rain over a 24 hour period (late Wednesday, June 10 through late Thursday, June 11), and their new home is near a creek - which the neighbors "blame for the problem." Only - and here's the off-putting part of the narrative - they're not sure who's responsible for "maintaining the creek."
Didn't this sort of thing used to be referred to as an "act of God?" (And there's your answer to who's responsible for "creek maintenance.")

Thank you for the comment on these people...I think they think the Govt is responsible...they forgot only God can prevent disasters and rain, and snow and ice, and sun. Kneel and give him thanks for your life, you still have your body, brain and availability to get out, go and find another place to live, or do we have to blame someone that should be responsible for that to...get a life and start being responsible for something...we Tax payers are tired to taking care of people who do not even know where the rain comes from...

I sure hope God doesn't prevent the sun. I mean, yeah, it's 100+ degrees outside, but it sure beats having the oxygen freeze out of the atmosphere.
