City of Irving tightens up solicitation code

The City of Irving has tightened up its codes regarding public solicitation and the posting of handbills.
The new city code prohibits "aggressive" solicitation, including blocking the passage of a person or following closely behind them after they've been solicited; it also disallows "violent or threatening gestures" toward the target of the solicitation, and prohibits solicitation of any sort from taking place in public restrooms or on public transportation.
(Maybe city leaders got wind of this incident, or something like it.)
As for handbills, they may no longer be distributed (i.e., stuck under windshield wipers) on vehicles without consent -- and who among us would consent to that garbage if asked (I ask you)?
