Bridge plans and road expansions in Collin County draw opposition

The road will divert much of the westbound traffic from eastern Collin County from Wylie into Lucas, Parker, and Plano.

Last week, the commissioners court approved a $381,000 contract with the engineering firm of HTNB for a "Route Study" to determine the final placement of a 9 mile, 6 lane divided highway over Lake Lavon that would connect FM 1378 in Lucas to SH 78 near Copeville. The road will span the entire width of the lake with 2 bridges, and eventually connect with the eastern leg of the Outer Loop.

The new highway and bridges would provide a more direct route from rapidly growing Lavon and Rockwall to Plano via Parker Rd. SH 205 to Rockwall is already scheduled to expand to 6 lanes.

The road will divert much of the westbound traffic from eastern Collin County from Wylie into Lucas, Parker, and Plano.

Almost immediately after the court's actions a group called "Save Lake Lavon" set up a web site to protest the bridges.

The group lists their mission as to, "Preserve the peace and tranquility of Lake Lavon, its parks, equestrian trails, camp grounds, fishing, swimming, boating, picnic and recreational areas."

Their home page is emblazoned with the headline "Help Save Lake Lavon", and explains, "We seek to avoid the ill fate of Lake Ray Hubbard and do not want Lake Lavon ruined by any more loud, unsightly, polluting bridges."

In another, related action, the court approved spending $450,000 as a 10% match to TxDOT funds for acquisition of land to widen Parker Rd (from Murphy Rd. to FM 1378) to 6 lanes.

In 2005, the county held a public meeting in Wylie to discuss the various routes a widened Parker Rd. could take. Four different right of ways were proposed. One veered sharply to the north to Lucas. It was explained that the northern route would connect with the proposed bridge across Lake Lavon.

The other 3 routes simply eliminated the 'dog leg' intersection of Parker and FM 1378, leaving the main route towards St. Paul and Wylie. Most of the meeting was spent exploring these 3 alternatives to the bad intersection at FM 1378.

During the 2005 meeting, residents expressed a variety of opinions, with several speaking out against the northern route. County officials and the engineers explained that there would be more public hearings before a decision was made on the final right of way.

I recently asked County Engineer Rubin Delgado if purchasing $4.5 million in land meant that the final route had been determined. Mr. Delgado wrote back stating, "We, the county, have set the alignment and are proceeding with the schematic and right-of-way plans leading to a public hearing."

Wow! The public hearing will be scheduled after all the decisions have been made and the plans are drawn.

It used to be "We, the people"; now its "We, the county".

So much for public input. Maybe these Save the Lake folks are on to something.

I understand your point; motor boats and jet skis do cause some noise pollution, but their traffic is intermittent and seasonal. The noise, trash, and smell brought by a bridge is all day long - all year long. We feel that a bridge causes a far more significant impact on the lake's serenity.

First, a bridge with cars crossing it at all times of the day is certainly louder than the occasional motor boat or jet ski.

And second, boats eventually go away, bridges don't.

Can we please have a lake that isn't disfigured by a cobweb of concrete???

I am new to Collin County and suffering from the H78 problems. Apparently Collin County has proven they are unable to focus or plan correctly on traffic engineering problems if they messed the H78 corridor this bad and now are wasting .3M to .5M of tax dollars on a bridge evaluation that is only 2 miles from an existing bridge. People are losing their jobs, trying to make ends meet, greed has ruined our economy, and now it appears the County Commissioners want to waste tax dollars too. We can't do anything about AIG, the fiasco of the federal government pushing loans to unqualified people, but we can do something about the commissioners and the engineering department.

H78 is a nightmare. Commissioners please focus, focus, focus and spend money wisely and where it is needed!

The commissioners need to come around or it will be time to get new blood. Sorry about the venting but this is extremely frustrating to see commissioners this far out of touch and I have to worry about having a job next week.

Time for me to begin researching/watching the Collin County Commissioners.

I honestly have no opinion on this bridge because I haven't read up on it. It could be the wrong solution for all I know.

I'm just responding to the blanket argument that all bridges are loud and pollute and so we shouldn't have them. I think there are many bridges that are needed and I have experience being on lakes and bays with bridges and they aren't as noisy or disturbing as portrayed, in my opinion.

I respect your opinion, though.

From what little I have read on the subject, many bridges near waterways include specific plans and methods of dealing with the noise generated. Have there been any plans to deal with that? One assumes, based on looking at the proposed map, that there will be a lot more radiated noise and pollution created near that area of the lake, since it would cross twice.

If folks want a lake with convenient roads and dense development, they can go to Lake Ray Hubbard. If they want an out of the way lake, quiet with a country feel, they can go to Lake Lavon. Any way you spin it, adding a bridge will not make Lake Lavon more peaceful. We feel it's worth fighting to keep the lake just the way it is.

It is my understanding that the Corps of Engineers has very strict rules about people living along the lake not affecting the habitat. Such as they can't mow beyond their property on to the Corps land more than 50 feet. How can the Corps justify letting TXDOT and Collin County plow thru large areas of habitat like this? They appear to be hipocrites.

NO TOLL, NO OUTER LOOP. I was born in Wylie, TX and have lived in Nevada all my life. I would love to have access to cross Lake Lavon. Bridge vs White Rock Lake atmosphere? Give me a bridge. We do not need 6 lanes, a simple 2 lane in either direction road would be nice, but Hwy 78 still has not been widened all the way to Farmersville yet, and this alone would help. I do not want a toll road or the Outer Loop though. Why can we not just widen the existing road across the Dam? We should be able to do this without taking any homes. As far as security goes, people fish down there every day anyway. So there is no protection currently, anyway. We need an alternate route when there are wrecks on Hwy 78. In order to get from Wylie to Nevada alternate 78, one has to go to Princeton or Farmersville, and that is only if you know about the wreck in advance and have the option to avoid Hwy 78.
We have already paid our tax dollars, and first and foremost, before any bridges are started, we need all the wavy pavement and pot holes fixed in this County. If this project is going to happen, there should be no more houses built until this project is confirmed. Stop the development first, please do not destroy my friend's homes. I know people that have lived at their property since the age of 6, and they are now in their 50’s, some longer than that. There should be a way to do this with existing access. Why not come across Lavonia Park for example? There are very few houses right on this road now, I know of two. As far as cutting the lake in half, as long as this could be done without destroying lives. Who /what will it affect? The boaters? How many of them live out here anyway? It may slow them down a little, which may not be a bad thing. I agree to a bridge, as long as it is only a bridge, and not a leg of the outer loop which does indeed not help anyone that lives on or around Lake Lavon. I prefer no tolls; let’s not build a bridge a bridge on a credit card. I do not agree with taking property. I have to drive around the Lake to commute to work, and there is no alternate route. In summary, I think to widen and use Lavonia Park as the access point would not be too bad. This is Collin County, not White Rock Lake in a swanky neighborhood, where the land owners frown at you if you look at the lake. This is the way I feel, and I love the Lake, dearly. Nevada resident.

The SaveLakeLavon group does not want another White Rock or Lake Ray Hubbard, but I am SURE Collin County would be thrilled with that kind of property tax increase. We are not against all development; we just want Collin County to allow the area to grow in a logical manner that would give the area time to keep up with the infrastructure improvements. Any improvements to traffic that a bridge is supposed to bring will quickly be overwhelmed by new cars added to the roadways. A project like this bridge will take focus OFF the other area’s roadways; they may NEVER be completed as promised. We fear this bridge is going to cause more traffic problems than it solves. Please check the newest information about the bridge plans on http://www.savelakelavon.com As far as the bridge being toll, watch the video of the Sept. 14th Commissioner's court. They may not talk much about it these days, but on Sept. 14th, it is clear Collin County had toll on their minds.
