UPDATEDx2: Man’s mother-in-law dies while Dallas officer detains him for running red light

In a tragically disgusting power trip, a Dallas police officer ruins Houston Texans running back Ryan Moats' last chance to see his mother-in-law alive and to be by his wife's side.

The Moats and a third person raced to Baylor Regional Medical Center in the early morning on March 17 because Tamishia Moats' mother was dying. When they arrived at Baylor, a Dallas police officer drew a revolver and yelled for all three to stay in the car. Mrs. Moats and the other woman ignored the officer and ran in the hospital, but Ryan Moats was detained. As he tried to explain that his mother-in-law was dying right then, the officer browbeat him about running a red light, his insurance, and his "attitude." Two nurses and a Plano police officer pleaded with the Dallas cop to let Moats inside, all of which was caught on a dashcam. 20 minutes later, the officer ticketed Moats for running a red light, but during the incident his mother-in-law died inside the hospital.

Amid the uproar in North Texas, the Dallas police department has dropped the ticket and is investigating the situation.

UPDATE: It's kind of like spitting in the wind at this point, but the officer in question, Robert Powell, has issued an apology:

"I wish to publicly and sincerely apologize to the Moats family, my colleagues in the Dallas Police Department, and to all those who have been rightfully angered by my actions on March 18, 2009. After stopping Mr. Moats' vehicle, I showed poor judgment and insensitivity to Mr. Moats and his family by my words and actions. With great remorse I accept my responsibility for adding to their grief in an already difficult time.

I have attempted to reach Mr. Moats to express my personal condolences directly to his family and my regret about my actions. While these efforts have been unsuccessful so far, I hope we can talk soon.

Again, I am very sorry for what I did and ask for the forgiveness of all those touched by these unfortunate events."

UPDATE 2: Robert Powell has resigned from the Dallas Police Department, saying he hopes everyone will "better reflect on this experience, learn from the mistakes made, and move forward."

I hope the pig (thats what he is kids, a pig) loses his badge for this. As the son of a retired DPD officer, this "officer" went over the line in his behavior and total lack of common sense. Knowing our luck, this dummy will file for rehire if he's tossed. Hopefully the chief will see his way to making sure this guy isnt able to even get a job as a dog catcher.

Chief Kunkle spoke at my dads retirement, as he worked with my Dad when he(kunkle)was a beat officer. He's a man of his word, a rarity with people in his rank. It made me ill seeing the whole video. Im hoping he loses his badge and peace officers license over this.

I fail to see why he couldn't have waited for the family emergency to pass and then give the guy a warning or the ticket. One would rather get the ticket and be able to see my loved one than not have that opportunity at the end. maybe there needs to be some sensitivity training for situations like this..or just some human decency.

I would've understood Ryan Moats kicking the crap out of Officer Johnny Porkchop in this case, he was asking for it and should've received a serious beatdown for his actions. I applaude Ryan for keeping calm, as this pig fell on his own sword that night.

Christ! I Listened to the whole thing and when the other officer comes to tell him what the nurse said...he starts giving Moats a lecture about attitude. He keeps arguing while the nurse pleads for him to be allowed...writes the tickets and keeps lecturing. Just disgusting. He also admits to driving out of a hiding spot..What is that about?

When your already a cop, its too late to develop some human decency. Yeah, I know its a hard job, and they have to deal with the scum of the earth on a regular basis. But you still have to have respect for the citizenry you protect. In this case, it should be strike one, yer out.

Appalling. I hope that this guy is an aberration. I will say that our interactions with the DPD on the night when our daughter and her friend were the victims of an armed robbery were as good as they could be given the circumstances. The officers and detectives were sympathetic and very professional. But then, she was a pretty young white woman who was also clearly the victim.

I can understand some initial skepticism on the part of the officer. But, for Pete's sake! Pulling a gun on the women as they went into the hospital? And continuing to rag on and detain the driver AFTER the hospital staff and another officer attempted to intervene? What an ahat!

Tracy, I think it would have gotten out anyway. It may have taken a Sharpton, Jesse, or Big Daddy Al Lipscomb, to get the job done, but let's just be glad it didn't come to that. Any family in their right mind would have been thoroughly incensed and for good reason. Good reason enough to raise hell by all possible means.

Apologies from Chief Schmunkle after the fact are all well and good but DPD needs a serious review of their hiring policies. This guy never should have made it through the door. I suppose it’s a difficult situation because not too many people are willing to do the job but good Lord, do they hire just anybody?

I'm glad your daughter had a good experience Mom but let's just say I wouldn't want my daughter hanging out with them. It’s no fun at all when one does like the look of you and wants in your pants. Drunk, off-duty, no badge and he still thinks he’s God! Fortunately I am surprisingly spunky for my size and cuss like a sailor, so all's well that ends well, but still...That experience has completely changed the way I look at police officers. Point being is that this particular person, prior to being hired by the DPD had a low level job, bordering on seedy and imo is as dumb as a box of rocks. All I could think of after that happened was how in the world did he get this job of honor?

I think the public should really hold the Chief’s feet to the fire and find out who we are hiring to "protect" us. What procedures has he put in place to weed out the power mad before he hands them a gun and a badge? I don’t want to hear how he can’t fire anyone because of a re-hire policy. I want to know what he’s doing to prevent having these issues at the door.

Every department of the court system belongs to the people of America, lock, stock, and barrel, not to the government. The government eats off our tables. The government sucks the clothes off our backs, yet we still continue to elect and hire criminals to tell us what's right and wrong. So how do we stop the injustices done to us, using our own money against us? We confront every move they make. We make them follow their own rules. We take them to court in their own system, for we own the system. We will not pay them to kill our loved ones, or let them deprive us of the protection we have already paid for. We have bought and paid for militarized task forces for police units, and we don't even know it. And, what's worse, those officers who haven't taken the job for money and power, are the ones coming back from Iraq, psychologically maimed and desensitized . How many police officers do you actually believe care about the care and protection of the human element? This is a sad situation, and like one of the posters has already mentioned, had this been just another ordinary citizen, like any of us, and not a famous ball player, none of this would have met the news.

What the news media and Dallas PD have failed to explain is just what was a Dallas policeman doing patrolling--no, staking out an intersection--in Plano? Is Plano paying Dallas cops to patrol for them? Are the taxpayers of Dallas paying for patrols in Plano? And if so, why is this allowed to happen, when Dallas needs every cop it can get on the street. Please, someone, explain why this guy was able to work outside his jurisdiction!

Powerpedaler - The Dallas-Plano city limits is George Bush. The car exited the toll road at Preston and then headed north on Preston to the Hospital. He apparently was within his jurisdiction but pursued the car outside the city limits. I am not sure what the laws are with respect to this.

Usually there is a mile or two radius that extends beyond city limits that other law enforcement officers have to operate in. I see Highland park cops pull people over on the Dallas side of Wycliff every day. And speaking of the Plano officer..he didn't seem terribly sympathetic to the Moats' family emergency either. There is probably come unwritten police code that allows groups of officers to act like jerks under the guise of "backup".

There is so much glorification of unlimited use of official power today (shows like "Cops" and "24 Hours" and all-too-common political rhetoric about being "tough on crime" and "not tying the hands of the police" and "security ueber alles" that even those in minor positions of authority think they can do whatever they like. A friend of mine used to work for the entirely toothless Civilian Complaint Review Board and he said the worst thing you can do in an encounter with law enforcement is "challenge their authority" (i.e. assert your rights).

It's not just Dallas. Carrollton and Plano cops are the exact same same way. For whatever reason, the police force is being trained to become more militant (and in Powell's case), more belligerent towards citizens. This new direction concerns me. Be that as it may, Powell clearly abused his authority and needs to be suspended permanently.

As an afterthought, you should see how mad cops in Dallas get nowadays when you mention the Bill of Rights.

He is now out of that job, he did the DPD Chief thing here too in Dallas, for a while. You make a good point. But I want to say, being a cop,... is a tough and rough job. I would not do it!

The story and reaction would have been different because the circumstances, crime, and the outcome would have been different - DUH! Gee, I wonder how the story and reaction would have been different if Oswald missed JFK?!

Moats reportedly stopped at the red light, then proceeded through the intersection.

Some cops don't get it. Authority to enforce the law isn't a right to "screw you over."

What I want to know is where are these (kinds of) cops whenever I'm sitting at a traffic light and I see some a$$hole blow through the red light big-time!
