Apartment-retail complex planned for downtown Plano is delayed

PLANO An apartment-retail project planned for downtown Plano has been postponed. Tennessee-based Southern Land Co. was supposed to break ground last fall but that's been pushed back to 2010. City officials are hot to have it; they've increased financial incentives to the developer from $1.1 million to $1.7 million.
The complex would be south of 15th Street across from Haggard Park, several stories high, with shops, 200+ apartments, and a parking garage for city police. Boy, that'll make driving through downtown Plano even more fun than it already is.

If they didn't make your car inconvenient, why would you use DART? That's the whole purpose.
Why do you think Victory Park doesn't have any free parking? They want you to take the rail.
So what happens? People choose someplace else and the city planners scratch their heads and wonder why nobody is going to their development.

actually there's a fair number of parking spaces on Victory Park Lane and Museum Way that are entirely free, not even any meters, which is rare for a downtown situation. and while they do encourage people to take the rail to events at American Airline Center, the Victory Park area seems pretty removed from the rail stop

I'm kinda bummed by this. Things are starting to wake up downtown and while I hate the synthetic "urban living" spaces like a roof-less malls with cots and microwave ovens, it would help keep the momentum.
