ADB Consulting awarded North Central Texas Fusion Center contract
Yesterday, the Collin County Observer wrote of the issues with ADB and the North Central Texas Fusion Center.
Monday, without any discussion, the Commissioners Court awarded a $240,000 contract for maintenance and operation of the Fusion Center to Dr. Bob Johnson, his wife, and presumably his brother-in-law. Bob Johnson is the son of U.S. Congressman Sam Johnson.
Johnson's company, ADB Consulting, LLC was the lowest bidder in a contest that saw an extreme range of quotes -- from ADB's low $240,000 to a high bid of over $3 million. It was a contest where Dr. Bob played a significant role in writing the bid specifications.
In response to an open records request by the Observer, the county sent the bid tabulation data, a summary of which is presented below.
Before price was considered, ADB was rated third of the 5 bidders. County staff rated it lowest among the bidders in qualifications, fourth in successful track record with fusion centers, and third in having relevant experience.
But it was total price which carried the most weight. ADB's proposal was almost 50% lower than the next lowest bid and less than one tenth of the highest.
Sources in the county told me that because of the wide variance in quotes, all the bidders were given an opportunity to review and resubmit their pricing

The North Texas Fusion Center will be able to continue to rock along as it has with Anita and Dr. Bob at the helm.
With the lowest priced product, and the least qualified support, ADB will be able to offer the Fusion Center the Wal-Mart plan of intelligence gathering.

Each firm was not allowed to resubmit their bids (best and final only for the finalist)not sure how many were in finals.
The RFP did not offer alot of information so each bid had to be on past experience. Dr. Bob had most of the past inside information....he did not and still does not have any experienced staff to pull this off....all work up to this point is 'vapor ware'...there is nothing in place but theory....smoke and mirrors with nothing but a manual process in place.
