Man arrested for sexual assault of a child at Occupy Dallas camp

He was on probation for another sexual assault.

DALLAS — Dallas Police confirmed that they have arrested a man named Richard Wayne Armstrong who they believe had sex with a 14-year-old female runaway in a tent at an Occupy Dallas protest. Armstrong is a non-compliant registered sex offender.

The girl told police during questioning that she told the man she was 19 years old. The girl is from Garland.

Armstrong was arrested on October 27, 2011 for Failure to Register as a Sex Offender and Sexual Assault of a Child, the Dallas Police Department reports. The man is still in custody at Lew Sterrett Justice Center, according to a Facebook post by the Dallas Police Department.

Representatives at the Occupy Dallas protest posted on the organization's blog on October 25 that they believe an incident with a minor had occurred. The blog post reads, in part:

A young girl who identified herself as being 19 years old was apparently arrested two days ago at or near a homeless shelter by our camp. It has been alleged that she was actually underage and had interactions with older males at our camp that may have been originally directed to us by officers at a DART station downtown. Instructions were given by organizers to inhabitants of the City Hall campsite to cooperate with police as this is a police matter only, invite officers to interview anyone they perceived to have valuable information which could lead to arrests and to identify anyone they believed to have been involved with this issue to authorities. A curfew exists that states no individuals under the age of 18 are allowed at our campsite without the supervision of an adult during school hours or after dark.

The Observer reports that the man was found guilty in May 2009 of a sexual assault of a 14-year-old girl in Coppell. He received 10 years' probation.

Go after this guy for failure to register and the probation violation, however the sexual assault charge need to be dropped. If the kid was lying to others to sleep with them, then that says 1 thing about her.. She wanted older guys to sleep with. not the guys fault she's a used garden implement.
