New Residents Parking Only zone goes up in Dallas’ Lower Greenville
This is the first RPO zone within the boundaries of Lower Greenville's neighborhood association.
The newest Resident Parking Only zone was quietly installed this past Monday. BD only heard about it on Wednesday evening, so this photo is the best we can do for the moment, with a promise for a better one by Friday.
And where, you may ask, is this new zone? It's not in Bishop Arts, and it's not in Uptown.
Ladies and gentlemen, let BD introduce you to RPO Zone 33, which protects both sides of (drum roll, please) the 5700 block of Llano Avenue in Lower Greenville. For those not familiar with this area, it's the center of the only active (read -- no SUP restrictions) dining area left on Lower Greenville Avenue, just a short walking distance south of Terilli's, Rohst, Dodie's, Blue Goose Cantina, Dubliner, Stan's Blue Note, Cafe Brazil, and The Grape.
This new RPO is not going to go over well with the Terilli's folks, who are already under the watchful eye of neighbors and City staff for valet shenanigans, like using the service alley without a permit, blocking traffic on Greenville Avenue, and parking cars on unapproved residential lots just this past weekend. For now the RPO only covers weekend evenings. But it won't take much effort to make it a 24/7 enforcement zone.
This RPO petition was completely under the radar, but hopefully BD readers on this street will call and give him the backstory. But some issues are very clear. First, the RPO covers both sides of the street, which means the residents spent nearly $500 of their own money to pay for the petition and survey process and ten signs at $42 each. Second, there are 24 residential properties on this street, so at least 19 property owners were fed up with the parking hassles caused by people who don't live on their street to spend their own money to solve a parking issue they did not ask for. Finally, this is the first RPO zone within the boundaries of Lower Greenville NA, which vehemently opposes RPO (and gets 30 pieces of silver to install No Parking signs every year from the businesses participating in the St. Patrick's Day beer putsch). Obviously the people living on the street were not ready to follow the LGNA party line when it comes to their safety and peace of mind.
Anyone want to make a bet as to when one of the restaurant owners goes on the news and cries the neighbors are heartless people trying to put them out of business because they need every single one of our parking spaces for their customers, or that the neighbors should have worked with the restaurant owners, or maybe the neighbors should just all move if they don't like it here? Boo-hoo, boo-hoo, BD's butt!
This is the first new RPO in the Lower Greenville area since BelmontNA flagged nearly a half-dozen streets south of Belmont Avenue in 2007 and 2008. BD has heard whispers that more RPO zones are being applied for all over Dallas, following the recent publicity about RPO in Bishop Arts and Uptown.
The Llano Avenue signs were installed on Monday, with a two week grace period before full enforcement kicks in. That means after the party shuts down on St. Patrick's Day, you do not want to park your car on this street ever again. I could not resist jumping into the verbal fray with a few comments, since most of yours are off the mark. Yeah, I know it's gonna start a flame war, but who cares?
Read my story very very slowly. Nowhere does it say that I managed the RPO petition for this street. In fact, it's very clearly stated that I had not even heard this street was going RPO until the signs were installed.
At least 19 people on this street decided they wanted their parking spaces and quiet street back. It has nothing to do with the restaurants on the strip.
Believe it or not, I am not the only person who believes RPO is the best way to protect the health and safety of residential property owners. Maybe these RPOs are pissing in your sandbox, or maybe you live in an area where the closest business activity is about two miles that way, but down here in Reality Town we do what we can to make it better.
And for the record, I DO know about three more RPO zones that will go online in the next two months - in East Dallas and Bishop Arts - all of which were coordinated by the residents, not me.
If you want to shoot the messenger, make sure you have better weapons. Your current ammo is crapping out when it hits the Truth shield.

I agree with Avi on this one. He is not the only person that dislikes drunk people urinating on their property or having sex in their vehicles parked in front of my house.
Let's get these scumbars out of here. Glorias, Terrillis, Blue Goose, Stans, and the Dubliner. Oh and the Bar 303 in Bishop Arts. Where the hell is Angela Hunt when you need her????

I was one of the folks who lived on Llano and signed the petition (we just moved but signed several months ago). This had NOTHING to do with people urinating, rude behavior, or hate of Terrlili's, etc. In fact, most everyone on the block loves the restaurants and were very happy to have them return.
The issue was very plain and simple: those of us that entertain in our homes had real problems with finding spaces for our guests. On a Saturday, it was not uncommon for guests to have to park down toward Matilda or even across it. In addition, the cars parked so close to our driveways, it was at times difficult to get in.
We felt that streets on the other side of Greenville (e.g., Vickery) close to the restaurants have restricted parking during the weekend. We just felt we wanted the same courtesy.
This is no cause celeb, conspiracy, or has anything to do with Avi.

@Nickster: If your liquor sales are more than your food sales, then you are a scumbar. Not only that, if you don't have adequate parking for your patrons, then you are a scumbar. If you attract customers that do not live in your neighborbood, then you are a scumbar.

I live on Homer Street and frequent these bars often. There is simply nowhere to park. I get dirty looks from residents when I happen to see them coming and going to my car, but then I point to my M streets sticker and make a "I live here too" face. People park in front of my home all the time. People, it is a CITY NEIGHBORHOOD! Space is at a premium. Sheesh. Enough with the RPO sob story. Move.
