He goes get the boots on the ground. He sure cleaned up the Park Lane just east of Greenville area about a year ago. Brought in the observation tower, mounted officers, and a total no BS attitude about making his mark. It was a sight to see. Even though that neighborhood seems to be sliding a bit, I know that Kunkle will come back around and crack that whip. That should be his nickname "the whip" especially when it comes to blond haired news reporters ;) Shhhhhh!!

Thought I remembered reading about how they were basically going to start manipulating stats by the manner in which police handle reports. Did a quick search but quickly gave up...fairly sure this is simply b/c of presentation of data, I don't feel any safer anyways.
