Richardson Public Library now charging fees to nonresidents

Jason Rice, says:

But wait -- aren't all those terrible suburbs nothing but parasites on Dallas, sapping its resources and driving its brilliant management and otherwise perfectly funded public works into destitution?

And yet it's not so good for the gander?
