Weather? Don't you usually need sirens in less than ideal weather conditions?

Sarah Blaskovich, staff:

TLS, according to the city of Richardson, which also canceled its test last week, cities don't want to test the sirens in already-existing poor weather conditions "so as not to cause confusion." I think it makes sense; people might not know it's a test and think there's an emergency.
