The Observer's story is pretty simplistic. As head of Justice Seekers, Reverend Ronald Wright has been lobbying to get Darius Ewing's bail lowered. He brought race into the issue by stating that the high bond "says that dogs are more important when it comes to African-American men."
It seems odd that Reverend Wright said his dog was poisoned as a retaliatory act, but instead of calling the police, he called the media:

The timing of this seems more than coincidental given the fact that there's a hearing tomorrow morning at 9 a.m. to get a reduction in Darius Ewing's bail.
