LWV: What are your qualifications for this office?
Kadane: I currently serve as City Council member from District 9. Prior to my being elected, I served as a member of the Park Board and the Board of Adjustments. I am a life long resident of my district and understand the needs and wants of individual neighborhoods in the district.
LWV: The City of Dallas has a potential $100M shortfall in the next city budget. How would you close the gap? If you would cut services, which ones would you cut?
Kadane: This will be a tough budget cycle, but I believe that we will find the dollars necessary to maintain city services to residents. I will fight to keep us on the program of reducing our crime rate and not let police and firefighters be on the cutting table as well as streets and sanitation. We have to maintain our necessities and take a close look at our want list.
LWV: Are you in favor of a convention center hotel? If yes, do you support the current plan to finance its construction with revenue bonds and have the city own the hotel?
Kadane: I do support the hotel project. I believe it is a necessity for Dallas to compete in the convention arena. Revenue bonds are the only way to finance the hotel. We do not want to burden taxpayers. It would be great if the private sector would step up and build the hotel, but they have not chosen to do so, even with incentives. The convention center will continue to be a liability without the hotel.
LWV: What is your response to recent reports (e.g., Corps of Engineers, North Texas Tollway Authority) regarding the Trinity River tollroad/levee issues?
Kadane: We must do something about our air quality, as well as our mobility problems. There are great people working on this project and I believe with the help of our partners NCTCOG, TxDOT, RTC, NTTA we will find a solution to the road problem. My first concern is safety and flood control, and whatever we need to do to meet that objective is how I will vote.
LWV: Do you think the City of Dallas Ethics Code needs to be strengthened? If yes, in what way(s)?
Kadane: I agree with the very stringent set of rules in our Ethics Code, as well as those from the Texas Ethics Commission. It maybe a matter of enforcement of the rules in place that would raise the level of confidence in the public. Most of us work very hard to follow the rules and ask if we are not sure.

What is the one greatest thing that the Dallas City Council has achieved in the past year?
I believe the greatest accomplishment made by our city council in the past year is passing the $1.4 billion dollar bond package that will benefit all areas of Dallas from arts and cultural issues to city services.
What is the single biggest improvement that the Dallas City Council needs?
The Council needs to ensure that the Trinity River Project is implemented in a timely, efficient and effective manner. This will lead to many more benefits and improvements for the City of Dallas.
What is the toughest problem that you have ever solved?
Although I am tempted to answer paying off a called note for my business while sending my 7 children to school, I believe you are most interested in the work I achieved while on the Dallas Park Board and the Dallas Board of Achievements (for the past 11 years).
While on the Park Board for District 9, I worked diligently to secure funds for improvements and renovations at Harry Stone Recreational Center. I was very pleased to be able to secure $1 million for Harry Stone Recreational Center. And, while on the Board of Adjustments for District 9, I was instrumental in making Sexually Oriented Businesses comply with the regulations governing them. There were many more projects accomplished for my District while serving our residents, but these two required extensive time and effort to accomplish.
If you are elected and can only achieve ONE quantifiable thing in your term, what would you want it to be?
Although every candidate has answered reducing crime and I am certainly in favor of working with the neighborhood associations, crime watch groups, voulunteers in patrol and the law enforcement agencies to continue the efforts aimed at crime reduction, my answer to this question would be related to our schools and the children in District 9 and in the City of Dallas. I want to spearhead the effort to form partnership(s) with the Dallas School District and develop groups comprised of city officials, school district representatives and school representatives to work together to ensure that the graduation rate of our schoolchildren increase at least 25% from the current rate. I firmly believe that if we work towards this goal our crime will be reduced, our economic development will increase and our quality of life will go through the roof.

Mr Kadane, The recent discovery of a terrorist slander campaign against Jill Kotvis which originated from your son’s computer and from your son’s email account is beyond reprehensible. Although your son Issac claims the author was a friend in town who accessed his account, I find this tale far fetched and unbelievable. This “friend” now hides behind a first name only and refuses to be identified. Perhaps she believes what she posted was slander and actionable? Perhaps “she” doesn’t actually exist as the “friend” and is actually another family member or supporter prompted by the machine? We may never know.
You Mr Kadane, and your son are involved in the lowest form of politics and owe Ms Kotvis and the city of Dallas an apology.

Someone may want to have a look at Mr Kadane's campaign finance reports. He's reporting $63K on hand when it appears he has $8K as of 5/4.

It looks like he's been filling out that form incorrectly all along. Section 5 of the political contribution form should be the difference between what he took in and what he spent, but it appears Mr. Kadane has kept a running total of all of his contributions in that section.
If you look at the April 12th contribution summary here:

Looks like he's combined the previous contribution of $250 (January) with April's $27,020 and a loan for $14,000, for a total of $41,270.
Then when you look at May 4th here:

Same mistake. Adding the previous $41,270 to the May total of $22,055 That brings the total to $63,325 (the amount Mark mentioned below).
The total in Section 5 of the May 4th report should be $8142.

Chris, Your analysis is correct, but the question is why. If it was a mistake on a simple form, then how can he effectively help run the city? If he knowingly misreported to show that he was financially stronger, it was fraud. Either way, it is a clear violation of Title 15 of the election code. He could be charged with perjury.
