Heck, just chunk the ticket in the garbage like everybody else! The DMN reported today that the city has failed to collect on almost a half-billion dollars in fines. The city manages to collect on only 15% of the total amount due from citations.

There is a leash law and it's kept pretty strictly, particularly in area parks. The White Rock Dog Park closes one day a week for maintenance / recovery and when it rains heavily. However, there are lots of dog parks around:
I don't know how much the ticket is, nor to I pretend to be a lawyer, but if it's enough to be worth your time, I think you'd likely find some leniency if you went to the courthouse.
I just moved to the area and saw lots of dogs at Flagpole hill over the weekend. So yesterday, I decided to take my dog there since I drove to White Rock Dog Park and saw it was closed. I was the only person at the entire park at the time until a police officer drove her car in the middle of the field and gave me a "dog at large" ticket, mind you my dog was 10 feet from me, if that. She refused to give me a warning, even though she could tell by my license that I just moved here. Any suggestions or do I just have to suck it up and pay the ticket?
