It's already illegal to bike while intoxicated. Article says the driver controls the vehicle. Not everyone that drinks wants to get obnoxiously drunk. Those that want to will do so, whether it's on a pub cycle, in a bar, in a car or on the sidewalk. Let's not start with the fall of civilization stuff... It sounds like a fun way to get people to spend some time and money in downtown Ft. Worth.
