but it's like any other law, it will only impact law abiding citizens, all the rest will just continue to do as they are, indescrimately breeding and selling puppies

Can someone explain to me why these dogs get returned to the owners? Is there no law that allows the authorities to take and put down dangerous dogs (of any breed?)

Actually, if Ms. Davis did not resign her seat on the city council, and if her replacement was not sworn in, in the public council meeting, prior to the deadline for filing to run for senate, then Ms. Davis is not eligible to run.
She should have just officially resigned her seat on the council prior to the deadline for filing to run for senate. That would have eliminated all question of eligibility.
