For the record, RHS is a magnet school with a waiting list full of intelligent kids waiting to get in. In addition to a fabulous academic program, they have a fantastic robotics program and other programs for braniacs with too much time on their hands. The cheerleaders, as with all other students, are expected to adhere to high standards of behavior and academic performance. These two otherwise smart girls made a very poor decision and are being punished by school administration as a result.
Often first offenses involving minors do not result in tickets or criminal charges unless a felony or major infraction occur, just as adults often get off with a warning when stopped for a minor offense. Usually what does happen is that the youth involved receive a serious scary talking to about the nature of their offense and what could have happened as a result. Whether that was what happened in the case of these two girls I would have no way of knowing, but I can tell you what happened with them is not inconsistent or inappropriate from what has been revealed in the news.
The best defense against teenage drinking is an involved parent. Hopefully these gils have parents who, if they weren't aware before, are now understanding of how important it is they stay more connected with their children and have given the girls other activities to occupy their time, like community service.

Yes, it may be true that people in other countries pay higher taxes. However, what you may not realize is that they have a better quality of life than we do. Do you realize that debt is almost unheard of in other countries? College is paid for in most of the high tax countries. Health care, preventative maintenance all the way through to critical care is paid for. There are other social services that we pay out of pocket for now and pay dearly for and often go into debt because of that they receive as a benefit. We pay through the nose for healthcare and receive as little benefit as the health insurance companies can possibly allow for that money, then STILL have to pay out of pocket for many expenses. Many people spend a decade paying off their college loans after they get out in the world into the earning public. I would be willing to pay higher taxes if it meant knowing I could be treated when I needed it and not have to worry about whether I could afford the care or not.

Why touch five people when you can touch five hundred for the same amount of money? No, it doesn't have to completely prevent every person from littering to have an impact, but since it is MY money and YOUR money they are spending, personally I would rather have each of my dollars go as far as possible, get the most bang for the buck. I apply that same philosophy to money I personally spend. I earned it with my time, and I want my time to be considered as valuable to other people as it is to me.
TxDOT does do other things that are spectacular, such as offering scholarships, offering classroom education resources that are unfortunately not as widely known about as they should be, and who really can forget the 'Don't Mess With Texas' media campaign?
What I recognize is that where some campaigns have had fabulous results which I completely support and some efforts go far toward achieving their goal. In my humble opinion (everyone has one, I know), this bag campaign is not going to be the campaign that will achieve the optimal result for the dollars spent. I stand behind my words.
If I didn't have the sweat equity and research time to back my words, believe me, I wouldn't bother to express them.
You are free to differ. Only time will tell whether this program flops or not, and given that it is already rolling, what I personally think about it has just about as much significance as what I plan to eat for dinner. Like I said, I only offer up an opinion...well reasoned, backed by facts and logic, but it is only an opinion, one of many out there, which you are free to take as your own or not as you so choose. I do love a free society.
